Our organization uses the web mail portion of Merak, but more often we use a pc-based client (Thunderbird). At this point what we really need to be to do is to import the account information from Merak into a CSV format or something similar to create an address book for use with Thunderbird. Does anyone know how to go about this or have a suggestion?

Try looking at SyncML. There are plugins for Thunderbird to synchronize your contacts, that would be a much easier solution.

Hello,
just install Mozilla Sunbird and use CalDav with Merak - this let's you synchronize all groupware items from Merak to Thunderbird and webmail.
